I am literally steps away from a cell phone tower, yet I consistently have only one bar. And why, when I turn on my data, does it get used up so quickly?! Any tips would be greatly appreciated!

Do you know if that tower has an antenna for Rogers? It could also not be pointed in your direction this article here might be helpful.
You can try doing a network reset on your device and see if it helps, as for your data you will need to check the apps on your device as one or more could be using up your data in the background.
