While I cannot be certain those numbers are available through Fido, I assume that they would work in their regions of use. In case those numbers do not work, the Royal Canadian Marine Search and Rescue (RCMSaR) also recommends dialling 9-1-1 (see here). However, it should be noted that cellular services may not be available in areas of open water. Cellular services would be land based and require adequate reception.
