I lost my phone and read under support to go to fido.ca and scroll down to quick actions and proceed to block the phone but there is no section when I scroll down called quick actions

Hello @chall,
Is the account prepaid or postpaid?
If it's postpaid you need login to MY ACCOUNT on fido.ca then click on the number with the device you want to report on the next page right at the very bottom you will see the QUICK ACTIONS section with the option to report lost or stolen device.
You need to make sure you are login as the account holder.
