How do I file a complaint?

I should be able to find a way to complain about the service I received.  It is impossible to find.  Just like its almost impossible to talk to a phone rep.

I also would like to file a complaint. When I choose Billing and Payment there is conveniently no option for "False charges on bill" which is a major issue.
