Fido sent me a bill with extra charges after service has been cancelled?!

Hi. On December I cancelled my account for January. Got two email cancellation confirmation on both December and January, but why I still got a bill for January even though I didn’t use your service in January?


Now, Fido sent me another email, says that I still have a previous balance (January bill) with another 2 extra charges; late payment charge & account charge. Please assist. 
I have talked to two live agents on live chats, but they gave me no solution and left me hanging and waiting until the window chat ended by itself (?)


I'm not able to call to any canadian number, because I'm overseas & I don't want to spend extra money and time to call and to wait to talk to your slow customer service agents. 

Note: On December I had to wait for almost an hour just to talk to one of CS to cancelled my account ?!!

Please assist.
