Fido is not following the CTRC's guidelines, higher cap never started

A while back I contacted Fido about getting a printed copy of my bill because I identify as a person with a disability.  The person on the line first said there was going to be a charge but then said it would be free and he would need to fill out paperwork to get it started.  Well its been quite a few months and I have never received a printed copy of my bill.  Also when speaking to the rep I did ask about the 5$ increase to the 60$ plan that some people got when the competition started.  He did say he would give me an extra 3 gigs because of the increase.  My plan still says 10 gigs so you can see my problem.  Also don't really like the idea that those of us who have been loyal customers for many years don't get the same deals as people they are trying to entice from other companies.
