The Fido Winback offer is legitimate, and the provided number is also real. However, nowadays, we cannot solely rely on phone numbers to identify callers due to the increasing number of scammers/spammers who spoof phone numbers to trick people into answering calls.
Unfortunately, there is not much we can do to prevent these calls. As a customer, it is essential to be more cautious when answering potentially suspicious calls. Even if the call seems to be from Fido, if anyone asks for personal or financial information, it is best to independently verify the offer by contacting customer service.
