Cellular Data Used When Turned Off

I’ve had my plan for around 3 months and the first two months everything was fine but the third month, even though my cellular data is tuned off, when I check it there is around 100MB less.  Even when I’m not using it, there are ridiculous amounts that are used.  I don’t understand why this is happening.

How do you turn off the data on your phone?

Where are you checking to see that data has been used?
