Can't send pic messages without using data?

I have a new Samsung Galaxy S4 and my plan says I have unlimited text and pic messaging, however, I can't send pic messages without having the data on. I only have a limited amount of data and I don't want to be using it to send pictures if it is supposed to be included in my plan. Is there any way to send picture messages without using up my data? Thanks.

Fido gives you unlimited MMS in your plan, that doesn't change the fact that pictures are data and that the phone requires you to have it enabled for them to work.

Fido knows the difference between MMS and normal data which means  MMS do not use the data in your plan.

There needs to be a data connection on your phone for you to send the pic message. The message itself that you are sending uses little data
