Callers cannot leave a voicemail message

when anyone calls my number and my phone is unreachable or i don't answer, the caller gets the message that I normally hear when i call to listen to my messages: "who's calling? enter your access code followed by the pound sign."

There is no outgoing message that announces my name and you can't leave a message.

It sounds like the calls are being forwarded to the wrong number, open your phone app and dial *#61# then hit send and make a note of the number that shows. Then dial *61*6478395028#, hit send, and get someone to call to see if it works as it should.
