You should note that the 1000 International minutes and the newer 200 International minutes (includes more Countries) are promotional add-ons which are generally only available with new activations and hardware upgrades.
The plan for which you changed would have been offered to existing customers and would likely not be compatible with promotional add-ons. Fido does offer a 1500 Minutes to select Countries add-on (see here). Though, you should note the included Countries might be different from the 1000 International minute promotional add-on you previously had with your old plan.
I understand you might not have been aware your new plan could no longer include that particular promotional add-on. You might be able to switch back to your old plan and get an 1000 International add-on. However, you should note the included Countries might also be different from the offer you had originally (see here). It may not be possible to regain your original 1000 International minute add-on.
