$250 charge for unreturned modem?

I had cancelled my internet service, and when I went to return my modem, they had informed me that I must pay $250 for an unreturned modem fee because I had not returned it within 5 days of cancellation. I'm wondering why I cannot return it now to avoid the cost of an unreturned fee that I had not been aware of? Please help me as I still have the Fido modem that I wish to

That is not good, the store should have tried to fix this and take back the modem.
