Anyway to prevent a line in my account from being able to use that function or feature?

Is there a way to prevent a user on my account from incurring/authorizing 3rd party charges? i.e. preventing my kid from authorizing a charge from their phone?

I moved your message here as it gives you the instructions to turn off carrier billing to make sure you don't get charges from apps on your bill.

There would be two options, you can either remove the method of payment directly on your device, or we can block this specific partner directly on the line.  

You can try this:

> On your Android phone or tablet, open the Google Play Store app Google Play.
> Tap Menu Menu and then Account
> Tap Payment methods and then More payment settings. 
> If prompted, sign in to pay.google.com.
> In your browser, tap Menu Menu and then Payment methods.
> Under the payment method you want to remove, tap Remove and then Remove.

The payment method will be removed from your Google account.
