The reservation system is administered by Fido head office not the individual stores, which aren't even owned and operated by Fido, they're privately owned. When Fido gets phones they allocate it to those people in the reserve line and ship it direct...
What do you expect - it was released over a year ago and it's successor the Nexus 4 was already released several months ago and will be available on Fido shortly.
