new phone trouble Huawei P30

I have a new huawei P30 (refurbished) I am trying to set up this phone which arrived today. It is stuck on the "checking for updates" function. It is connected to the internet. nothing happens except endless circles. I cannot get past this page to a home screen. I have restarted, tried with and without the sim card. Only endless circling on the screen.

turn off the phone
hold Power and Volume UP until it boots into recovery mode 

try the Wipe options

reboot

cross your fingers it works!
