how to set up the 3G settings on Samsung i9003?

I just bought the data plan and found that I cannot connect to the 3G internet, and I have already set the APNs, but it still not work, who can give me a idea?

Is the phone unlocked? If so, try to enable data roaming and see if you can access the network.
