It seems as though there may be an issue with your USB port, as though it thinks that it's still plugged in to a USB cable while it isn't. If a factory reset does not help, I would suggest that you go to a Fido store to benefit from the Repair and Loaner program.
A representative will be able to look into it with you and if needed, he will also be able to send your phone in for repair.
