Why was my phone bill charged twice?

On January 5th, $43.68 was withdrawn from my account for my phone bill. However, I noticed that another $43.68 was withdrawn again on January 12th. Could you please let me know why this happened? I would also like to kindly request a refund for the duplicate charge.
