So out of the blue, my Galaxy A5 no longer allows me to make phone calls.
I can recieve calls, I can use my data plan to access the internet, but making outbound calls is a no.
Attempts to do so all yield the same message : "Unfortunately, we cannot complete your call as dialed. Please check the number and try your call again". I've confirmed the numbers called are accurate and functional through another phone.
Any known fixes or should I get in touch with customer support?

Welcome to the community!
Can you try restarting the device? Also, try taking the SIM out then reinsert it.
You can also try doing a network reset.
Check to make sure call barring is not activated, go to the settings of the phone app and you should find it in there.
If all fails then you will have to contact customer service and they can look at your account to make sure everything is okay on their end, you can contact them through any of the available methods listed here.
