if you skiped/didn't see what the previous poster montioned you may go to Settings->Accounts &sync -> ACCOUNT_IN_QUESTION and check sync Contacts.

if you are connected to a corporate ms exchange server then when you setup your ms exchange account on your smartphone, it should ask you whether you want to sync your ms outlook contacts...etc...
