Brand new iPhone 13 not turning on

I'd like to know if there's a way to fixed it I've tried to reset the phone and it doesn't respond when it's plugged in too!

Did you try leaving it plugged in to charge? Maybe the battery is completely dead, it could also be stuck on a blank screen and you can try doing a force restart. Quickly press and release the volume up button, then the volume down button. Finally, press and hold the power button until the Apple logo appears, and then release it.
