fido fraud department doesnt answer

I upgraded my phone and when I called back they told me the upgrade was cancelled and that I need to contact the fraud department but they're refusing to give me any information. I can't get a hold of the fraud department no one calls back and all I can do is leave a message I'm so frustrated
