You can also message Fido on social media, you can do a live chat and they even have an international number you can call them from. See here for that information.
Since you are not in the country you should also let them know that, because if your account has a negative balance after you cancel it they will send a cheque for the refund to the address on file.
If you pay by credit/debit you can have the money refunded back to that method.
