bill statement data charged

hi,
I've been trying to get throught to customer service yesterday whole day and today. Tried all numbers (1-888, *88, and *611), but either line busy or not connected, just Nothing.
I am calling because of bill statement. i should have 500MB data usage in my plan, i can see i am charged zero for my 16.12MB usage, but then why i am being charged $14 for "additional" usage of 136.02MB ?
It would be greatly appreciated if i can get thru to someone.  Thank you!

Did you recently activate your account or change your plan? It's possible that your data was prorated.
