I used to get a $5 discount when I had 2 cell phones with Fido.  Is this discount still offered?

If you are referring to the second line discount then no it is no longer offered but Fido does have promotions that sometimes would give you a discount or more data for adding a second line. You can log in to your account on fido.ca and you should be able to see all current offers under you account.
