I have received a overcharge of 40$ from a third party app.. I'm not sure how it has happened.. but I believe my toddler was playing with my phone and downloaded something.. ( I dont have data on my cell line) so I was told by Fido that it was a game downloaded via Wifi through the google play store.. ( How can it be possible for a toddler to download a game?? ) wouldn't they need to input a password in order to buy any purchases ( I'm new to this android phone) and why is Fido charging me through this 3rd party app.. ( I dont have any credit card linked to my google play store) how can this be authorized????

That happened because you signed up for Fido billing for Google Play and you downloaded pay contents thats why its on your Fido bill. You can read this article to help prevent future accidental purchases here.
