Last month, I cancelled my $45 plan, and register $15 data plan. But the first bill for $15 data plan is $51.37.
I don't understand why. Can someone explain to me?

It sounds like you cancel your $45 plan within your billing cycle, that means your bill will be prorated for each day within the cycle before it was canceled plus the $15 for the data plan. That would explain why this bill is more than what you were expecting.
You will have to get a Fido representative to verify.
