I have upgraded my line with a new phone device that had 24 months monthly plan, but then i was offered a new cheaper monthly wireless plan through the fido app. But after changing my wireless plan to the cheaper one, my phone plan has been cancelled and my next bill shows I have to pay full bill for the device.

It sounds like you change to a BYOP plan and that canceled your device financing, I would suggest you call customer service and they can better assist you in this case.
