The charge indicates your phone did had some usage to trigger the roaming feature. In any event if you think that is not the case and would like to speak to customer service you can certainly do so.
You will not be charge the $10 fee, the fee only applies to the following:
- Making a payment
- Updating method of payment
- Updated contact information (email, phone)
- Resetting Voice Messaging password
- Changing Name Display for Call Display
- Changing billing address
