How to cancel the charges? How to talk to a supervisor

I cancelled the Fido wireless service since last October, but my bank account was still charged monthly. so I called 6 times almost monthly to find out why I was charged. The agents who answered the call were not polite. they asked me questions, account numbers, they said this should be resolved, but every month Fido still deducted money from my account. Every time when I talked to an agent, I asked if I could talk to their manager, but they didn't transfer, they were trying to resolve the issue, but didn't. Who can I talk to in order to resolve the issue? Today, I talked to at least 3 to 4 agents, they forwarded to different agents, and I have to wait minimum half an hour each time. Can someone give me a suggestion? Can Fido supervisor or manager look into this?
