Fido data scam scheme

Good evening
When we started with FIDO for two phones (647517XXXX and 647523XXX), I was told that there was a promotion and we would get an extra 2GB data for each phone at no extra cost with the package.  However in the five bills we have received so far, we are being billed 5 dollars extra for the extra 2GB, Every time I contact FIDO, they say that I will get a credit from the next bill but that is yet to happen.

Was I fooled by FIDO?
