Fido did recently offer a $20 March Break promotion for US, Mexico, and Caribbean roaming for 30 days. However, I believe that promotion was targeted and only available to customers who received the email or had the offer available on their account. Unfortunately, if you did not receive the email and you did not receive the offer in your account, I don't think you would be able to avail of that particular offer.
You could still travel and use Fido Roam, however, it would be at the daily rate. If you did not wish to use the feature, you would need to opt-out of Fido Roam. In doing so, any usage would be on a pay-per-use basis. You can view those rates here.
