Samsung ChatON

I am thinking of upgrading to the Samsung Galaxy S3. I heard Samsung has a chat app that is sort of like BBM on BlackBerry. Does using ChatON require a special plan/add-on, like BBM does?

If this application is like the other chat applications (WhatsApp or BBM, for example), you will require internet access in order to use it. However, I do not have specific information regarding this particular app.
