I am trying to order a new phone, and every time I get to the address step, I am met with a window that shows my billing adress without giving me an option to change it out for a different delivery address. I can't even temporarily change my address for this as Fido will lock me out of upgrades for 30 days. What shoul I do?

You can process an order to an alternative address by speaking with a Fido agent at these channels.
Usually you can update your billing address and then process your upgrade, but you're correct in saying that you'll be restricted for the following 30 days. This is simply a security measure we set in place to protect your account.
