Yes, a big surprise as I made sure data roaming turned off.... I called in and was looked into... only 2 of 5 charges were waived...not resolved to my satisfaction yet agent thought ok to cross sell me.... not cool.
I just experienced the same situation.... data roaming turned off and used a secure wifi for WhatsApp calls/texts as needed..... this seems to be a money grab....
