Took out my SIM card then reinserted it, to discover that my personal hotspot no longer works on my phone? Tried to find help but the website said they no longer offer phone hotspot?

Sorry to hear your personal hotspot is no longer working. However, you should note these forums are community-driven and not intended as a venue for customer services. We would not have access to customers' accounts nor would we know the details of your particular situation.
To which page on their website do you refer? I did find this page here. Is that the page you found? If that is the page to which you refer, I believe that page is regarding dedicated mobile hotspots or Mifi wireless rounters. It does appear Fido is no longer offering dedicated data-only plans with those mobile routers.
However, as far as I am aware, customers with Data, Talk, & Text plans should still be able to use a personal hotspot with their phones (see here and here). In fact, I just tested the feature with my phone / plan and I was able to create a Wifi-hotspot for my other devices to connect and use data.
You also mentioned you took out your SIM. Had you used a different SIM card in your phone? If you did use a different SIM, it could have changed the APN settings on your phone. You can verify the proper APN settings here.
If you are still having issues, you may need to contact customer service for assistance.

Hello again,
While this may or may not be relevant to the OP's issue, I just came across the new plan offerings from Fido. It appears as though the newer plans might not include hotspot or tethering anymore. However, they do offer Hotspot add-ons (see here, under Hotspot and Data).

The link you provided doesn't work, when i click get it now under hotspot access, it redirects me to my accounts page, and there's no options to add the hotspot add on

Firstly to clarify, the link I provided was to Fido's Add-on page. The link provided does work and jumps to that page.
That said, when did you get your plan? As mentioned in my original reply, I believe the hotspot feature is still available on older plans. Is it possible your plan includes hotspot and that's the reason the add-on is not offered when you view the add-ons via your My Account?
If your plan does not include hotspot and the option is not available via your My Account, you may need to contact customer service for assistance in adding the feature.
