Call recording is often a feature of a particular device or via a third-party app. I don't believe it is a mobile provider network feature. How to use call recording would depend on the particular device you use. You can view how to use call recording with various devices (Samsung, iPhone, Google, etc). There should be options to disable the feature. If you have a different device, you may need to search how to disable their feature on the manufacturer's website or community forum etc.
