Are you referring to this:

I understand your old plan did not show an icon referring to roaming. However, all Data, Talk, & Text and Talk & Text plans included Fido Roam (as opposed to pay-per-use roaming). As you note, when you were roaming, you were charged the Fido Roam daily charge. I believe that icon only refers to including the Fido Roam feature and not necessarily free roaming.
That said, some plans do include roaming (and calling to US). However, that would be specified in the plan details separately. For example:
Talk: Unlimited Canada+US Calling (to/from)
Text: Unlimited Can+US+Intl Text, Picture & Video Msgs (sent from Can+US)
Access your data from Canada+US
I don't believe any plans (new or old) include roaming in other Countries for no additional charge. The additional charges would be in the form of the Fido Roam daily charge or pay-per-use services. It should be noted that since Fido Roam is included with most compatible plans, in order to use pay-per-use roaming, you would need to opt-out of Fido Roam. You can view those rates here.
