I have a Pixel 2 that was purchased directly from the Google store.
Something has changed on the back end recently. I noticed that VoLTE started to work. I went to my settings and turned on WiFi calling and this time it let me complete the registration process.
Yes, Android 8.1 had the WiFi calling feature, but did not work on any Google store purchased Pixel 2 and Pixel 2 XL until recently.
