exclusive offers - multiple

My 2 year term is coming to and end and there are some exclusive offers in my account - plan offers and phone offers. There are 3 plan offers, and the one most appropriate for me is $40. When I try to use the phone upgrade, it only offers the other 2 plans for me (or keep existing) and not the $40 one I'm interested in. Seems like its by design.. want to check.

Since I can not see the details of the plans, the $40 plan in question may be a Bring Your Own Phone (BYOP) plan, or the plan may not be compatible with the device upgrade you want.
