I get upgrade a new phone at Costco. When I get my next Fido bill, there's an illegal $30 hardware fee. How can Fido do that and get away with that?

The $30 Activation fee isn't illegal, it is charged for any activation made in store or via the Contact Center. Upon processing the activation at Costco, you should have been provided the copy of your contract, such charge is indicated on it.
