I'm can't call number (431)478-xxxx from my Fido phone. I always get error message "Unfortunately we cannot complete your call as dialed."
Tried from another carrier and the call was successful.

Based on the error message you got, is your current plan a local minute plan, or a canada wide one?
Also, have you tried turning on VoTLE on your phone to see if this could help?
