Unable to reach the customer support channels and no resolution provided by the in-store reps regarding my bill

For my Feb 25th Bill, I was charged a "Monthly Fees-Service Restoral" of $18.71. I reached out the phone and online chat options and also physical Fido locations but could not obtain a resolution. Even the resolution form does not work as intended though I filled out all fields in asterisk and attempted submission multiple times, the error message states :"We couldn’t submit your application. You can try again, or contact us for support." which basically puts the customer in an endless spiral without any productive resolution for the time spent in trying to obtain one. Please review and help in waiving the fee.
