Roaming - Why can I not make calls from Jamaica?

You should enable the roaming feature on your phone, it's usually under settings- network.
You also have to ensure the phone you are using is compatible with the provider network in Jamaica.

Yes, my phone is compatible (iPhone Xs).
My roaming is enabled including Voice & Data.
I can receive calls, but unable to make calls.
Any other tips...?

Try resetting your network settings and see if that helps.
