I was never out of the country and I never activated any roaming offers from FIDO but they still charged me an extra $20 on my bill. When I called the agent they told me that they cannot do anything about it.
This dubious tactics of FIDO to earn money is getting out of hand. They need to be boycotted by Canadians!

Hello Cahofmn,
Welcome to the community!
Do you live close to a border? Occasionally, phones close to the border might connect to a US cellular tower rather than a Canadian tower. Many of the affected areas have already had this issue addressed. However, there may be a US cellular tower which has not yet been identified to Fido as problematic. Fido is supposed to have an accidental roaming solution in place for those who live near the US border (see here and here). It's possible that particular US cellular tower has not yet been identified as an issue. You would need to discuss the matter with customer service so they might identify that location as an issue.
Alternatively, do you use Wifi-calling with a VPN? You should note that using that feature with a VPN (or other means of altering IP) set to destination outside of Canada could incur roaming charges (see here).
You should note that this is the community forum and not intended as a venue for customer services. As mentioned, you would need to contact customer service again.
Hope this helps 😀
Cheers
