Do I really have to pay $75 if I want to preserve and transfer a phone number from another fido account to my own account as an added line? The phone number I want to preserve and transfer is my wife's phone number, it's on her own separate account with Fido. Please advise. Thanks.

Since your wife's phone number was on her own account, transferring it to your account would be a Transfer of Responsibility (ToR) of her line to your account. After transfer to your account, you will be responsible for her line. As such, there would likely be a credit check performed to verify your eligibility to have another line. As you noted, there would be a fee for the transfer (see here).
You should also note that if she is currently financing a device, the remaining balance for the device would be required as the financing would not transfer (see Payment Program).
In addition, you should note that transferring her number to your account may not qualify for any additional line discounts. Often, those discounts/promotions are for the addition of new lines. Adding a current line to your account would likely not avail of those second line discounts or promotions.
It should also be noted that promotional offers are for particular lines and do not necessarily extend to all lines on the account. It would be likely her line would not receive the same offers as your line even though they might be on the same account.
Only customer service would be able to assist you with a ToR. Your wife would first need to contact customer service and notify them of her intent to transfer the responsibility of her line to you. You would also need to contact customer service and notify them of your intent to take responsibility for the line. Alternatively, you might consider going to a Fido store with your wife to perform the ToR.
