I cancelled my Fido account half a year ago, at the time my final bill shows a balance of $-30.x.
I made several calls to the customer service, and every time they would tell me that Fido has mailed out a cheque...or Fido has issued a refund on my credit card 2 weeks ago, and that was not true... I didn't receive any refund up to today.

It's definitely odd that you have yet to receive the refund on an account cancelled months ago. It usually doesn't take more than three weeks to be sent a refund cheque to the address on file.
