I am currently not in Canada for the summer so I put a temporary suspension. However, I just got charged for the 3g administration fee. I want to cancel it but it tells me I can only call or visit store but I am not in Canada and I don't have my canada phone. I tried to talk to specialist but apparently I can't even do it anymore. Can someone help please.

Firstly, you should note these forums are community-driven and not intended as a venue for customer services. We do not have access to customers' accounts nor would we be in any position to waive any administrative charges.
If you would like to go over your options, you would need to contact customer service. Unfortunately, they do appear to have removed their customer service via social media options. They also do not provide customer service via email since that mode of communication is inherently insecure. I understand you are currently outside of Canada. They do provide a number to call From Abroad. Calling that number from overseas would not incur roaming charges when called from your Fido SIM (see here). I also understand your line may be temporarily suspended. You might be able to cancel the temporary suspension via your My Account --> My Usage. From your Dashboard, the option to Manage temporary suspension is under Quick Actions.
As far as I am aware, there should be an option to Cancel suspension (see here). While you should be able to cancel the suspension, I'm not sure whether re-adding a temporary suspension immediately afterward would be possible. I assume your plan monthly fees would be required when the suspension is cancelled. In addition, the minimum length of time for the suspension appears to be 30 days.
Alternatively, customers should also be able to call that From Abroad number collect from a landline.
