Adding a family member (2020) - cheapest way

I have been a Fido customer since 2016 and would like to get a phone line for my husband who does not have a phone number. The purpose is mainly for sending texts, e.g., sending texts to him to pick me up somewhere. 

Any Fido plan (phone and plan) recommended? Thanks.

Just to confirm, will you be activating a new line on a Bring Your Own Phone plan or will that line also include the purchase of a new device?
