today (23/9/2019) I've been trying to get a customer service agent to talk to me via chat to unlock my iPhone but was waiting over an hour without anyone coming back to me.

does anybody know whether I need a SIM card with network connection to Fido when unlocking the fido-locked phone?
Fido has to send remotely a code to the phone so it makes sense that the phone must be on Fido mobile network to do that.
